2011-12 APP Pre-harvest program

What is it?
- A cash advance program authorized under the Agricultural Marketing Programs Act which is designed to help improve your cash flow.
- The CWB administers the Advance Payments Program (APP) for wheat, durum and barley grown in Western Canada.
When is it available?
- The Pre-harvest program runs from April 1, 2011 to
August 31, 2011.
How much can I receive?
- You can receive a maximum of $400,000 on all agricultural products from all APP administrators, with the first $100,000 interest-free.
- The outstanding balance on advances issued before the 2011-12 production period through all producer organizations must be taken into consideration when determining the maximum advance you can receive.
- The program maximum of $400,000 can only be issued once per production period.
- The maximum amount that can be outstanding during the six-month overlap between April 1 and September 30 is $400,000, which includes the principal balance of all outstanding 2010-11 production period cash advances (and 2009-10 and 2008-09 advances where default has been stayed) for all eligible agricultural products (crops and livestock).
- Applicants can receive 60 per cent of the total eligible amount based on anticipated seeded acres. The remaining portion is advanced after seeding is completed.
- Applicants who have completed seeding can receive the entire eligible amount based on their crop insurance seeded acreage report(s) (for advances using crop insurance coverage) or upon their declaration on the advance application (for advances using AgriStability coverage).
How do I apply?
- You must be eligible to receive a cash advance – please see Applicant's eligibility information sheet.
- If downloading forms off our Web site, print off and fill out the seven-page application form, along with any required related documents, such as a Related Producers Declaration. For downloaded applications, please use the last six digits of the applicant's reference number (from the Advances screen in e-Services) or call 1-800-275-4292 to get an application number to report the advance to us.
- A Priority Agreement must be completed by every bank or lending institution with which you deal and by any secured party that has a security interest in or lien upon the grain for which the advance payment is made. Click here for a Priority Agreement and other related documents.
